TROY - A local group is submitting a bill to the state Legislature that would allow economically disadvantaged cities to operate their own lotteries. Well, not really. But the Troy branch of the YMCA's Youth in Government program will submit the bill at the YIG's District Conference next month, where it will be dissected as if it were a real bill and put to a vote before a mock assembly.

The Youth in Government program and the district conference, which will be held in Lake George on Jan. 6, are aimed at policy-minded teenagers interested in going into politics.
